There is no shortage of research showing why drug testing is vital in safety-sensitive workplaces. But few reports are as tragic or hard-hitting as the one recently released by the Coroners Court of Victoria. What is the report, why is it alarming and what’s the significance for workplaces in Victoria?
Victorian Overdose Deaths Report
The Victorian Overdose Deaths Report shows that overdose deaths in Victoria continue to climb, with the most recent figures hitting the highest level in a decade.
In 2024, 584 Victorians died from overdose. That is up from 547 deaths in 2023, and 552 in 2022. Most of these deaths (about 73.5%) involved multiple drugs, meaning more than one substance was at play in causing the fatal outcome.
Illegal drugs are increasingly key contributors. In 2024, illicit substances (such as heroin, methamphetamine, MDMA, cocaine, and GHB) were involved in 65.6% of overdose deaths, compared with just under half a decade earlier. Methamphetamine-related deaths more than tripled from around 76 deaths in 2015 to 215 in 2024. Heroin was involved in 248 overdose deaths in 2024.
In addition:
- Men were about twice as likely as women to suffer fatal overdoses in 2024.
- People aged 35 to 54 were more likely to be involved in a overdose death.
- About three-quarters of overdose deaths happened in metropolitan Melbourne.
- Across the decade, the rate of fatal overdose per 100,000 people in Victoria stayed around 8.1 deaths annually on average.
- Most overdose deaths were accidental or unintentional (74.5%).
The data highlights that these deaths are not limited to any one demographic or region. Urban and regional areas alike are affected, and the substances involved range from illicit drugs such as heroin and methamphetamine, to prescription medications like opioids and benzodiazepines.
Why This Matters for Victorian Workplaces
This alarming trend of overdose fatalities should provide a warning sign for every Victorian employer. It backs up other research that shows that people from all walks of life are taking risks with drugs—both illegal and prescription—and some of them could be stepping into your workplace today. Whether they are driving trucks, operating forklifts, or handling heavy machinery, the consequences can be devastating.
The report proves that drug use does not follow a simple pattern. It is not restricted to certain industries, ages, or socioeconomic groups. Anyone—from a young apprentice to a long-term employee—could be struggling with drug use.
For safety-sensitive workplaces, the implications are clear and urgent. A worker under the influence of drugs can cause serious accidents, injuries, or even fatalities. Even when incidents do not occur, productivity suffers. Impaired judgment, slower reaction times, and poor decision-making put everyone at risk.
The report reinforces what many employers already suspect: drug use is a hidden hazard. Employees may arrive at work after using drugs the night before or may even use substances during breaks. Without a robust drug testing program, these risks remain undetected until it is too late.
